An ethics panel found that the Ways and Means Chairman Charlie Rangel has broken the rules of Congress, a source told the AP.
Last year, the Ethics Committee of the House expanded its investigation of Rangel to include revisions to the budget that did not reveal the activities and income previously reported.
Previously, the Harlem Democrat had resisted a GOP-sponsored the resolution calls on Rangel to relinquish the chairmanship of the powerful House and Means Committee.
The Ethics Committee is also investigating Rangel's use of multiple rent stabilized, fundraising on behalf of B. Charles Rangel Center for Public Service at City College of New York, and its inability to pay taxes on a rental house in the Dominican Republic.
Rangel is also under investigation in a separate research ethics committee travel to the Caribbean in 2007-08 by five members of the Congressional Black Caucus.
